“The Black Book” tells you about the companies, state institutions, and public officials who misuse taxpayers’ money — that is, state resources — through improper spending and corrupt schemes.

Millions of lari from the state budget are intended for the implementation of important infrastructure and development projects. However, the financial resources citizens pay to the state are instead spent on personal enrichment through corrupt practices.

For months, investigative journalists of the Investigative Journalists’ Association “Ai, Fact” have examined the activities of such companies, state institutions, and officials, as well as their negative impact on the public’s standard of living. These materials are compiled annually in the print and digital edition of “The Black Book,” which is distributed to state institutions, international organizations, and representatives of companies involved in corrupt dealings.

The author and supporter of the idea of the “Black Book” is the Friedrich Naumann Foundation for Freedom in the South Caucasus.
